To make the device ID mandatory during handover, you have to enable the "Make Device ID Mandatory During Handover" config. 

After enabling this config, it will be mandatory for the agents to enter the device ID at the Device Handover screen.

Steps to enable/disable this config:

Click on Settings Icon>> System Config (PC234)>> Enrollment Portal Config>> Make Device ID Mandatory During Handover
