Activation Deactivation (PC171) permission enables users to view a bar graph chart on the dashboard, which displays the activation and deactivation counts for the last 12 months. This is not a report, and you cannot generate it as a report.

As an alternate, you can use the Activation Report (PC 61) by navigating to "Reports" and selecting "All Reports." It will display almost similar results.
