An order moves through several states:

• Incomplete — the order is started but missing information needed to activate.

• Pending Port-in — the customer wants to port a number; we are waiting on the losing carrier.

• Pending Shipping — the order is funded and SIM/device fulfillment is in flight.

• Active — line is provisioned on the carrier.
• Suspended — line is paused (non-pay, customer request, fraud, military).
• Inactive — line has been deactivated; the MDN may already have been returned to the carrier.
